Grayhaven is part of Valedorn's distant northern/western frontier, depending on how we orient the regional map. Baron Cedric Valmont III holds Grayhaven and its surrounding territory in fealty to the Crown of Valedorn.

Valedorn is civilization. Grayhaven is where civilization starts to run out (in the region of The March of Thornwood)

The Crown sees Grayhaven as strategically important because it controls the river crossing, trade routes, access to the silver mines, and approaches into the wilderness. The old Orc Wars would make the territory even more important militarily.

Cedric therefore isn't merely the mayor of a remote town. He is effectively one of the Crown's frontier lords, responsible for keeping the roads open, collecting royal taxes, maintaining defenses, protecting trade, and raising soldiers when summoned.

The Public Court is where Baron Cedric Valmont III and Grayhaven's civic officials conduct the town's visible business. It convenes in the Civic Hall, normally twice each week, with emergency sessions called by the Baron or Watch Commander.

Any citizen, merchant, guild representative, traveler, or adventurer may petition the court. For adventurers, this makes it an excellent place to find official work, collect rewards, report threats, obtain permits, settle disputes, or get themselves into political trouble.

Magistrate Aldren Voss Chief Magistrate Handles most ordinary legal matters so the Baron doesn't spend his days arguing about stolen chickens. Stern, methodical, and extremely difficult to bribe.
Captain Mara Thornshield Commander of the City Watch Responsible for Grayhaven's gates, patrols, jail, investigations, and public order. Adventurers frequently receive warrants or requests for assistance through her office.
